Governor calls for special focus on Arunachal

46th conference of the Governors

ITANAGAR, Feb 11: Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma today  emphasized on the need for special focus on the state due to geo-strategic urgency. He pointed that lack of connectivity not only affects security but also prevents unlocking the huge potential of the state, particularly in hydropower, tourism, agriculture-horticulture and some other sectors. The areas of main concern are poor connectivity of road, rail, air, waterways, IT, telephone, radio and television, as also the preservation of environment. The governor was addressing the 46th conference of the Governors which started at Rashtrapati Bhawan, New Delhi today.

The Governor said that in view of the huge infrastructure deficit and strategic urgency, a comprehensive plan for Arunachal Pradesh needs to be formulated based on a ‘Vision 2025’ perspective of the State Government and take into account the vital security, developmental and financial imperatives. Measures to enhance capacities and adherence to time and cost lines will be vital in this endeavour. Accordingly, in conjunction with Central Government particularly Niti Aayog, the State Government is formulating a vision document, he said.

Highlighting the prioritize infrastructure projects in the State, the Governor said that owing to its vastness, tough geographical terrain and lack of roads and rail, Arunachal Pradesh is largely dependent on air services for its connectivity.

He recommended for one Advance Landing Ground each in Kurung Kumey and Dibang Valley Districts, where the road heads are atleast 50-100 kms from the LAC. In order to ensure optimal utilisation, he said that it is necessary that the requirement of Army, ITBP, BRO and civil be taken and a dedicated airlines be created and made available on priority.

The Governor informed that the 1575 km length Trans Arunachal Highway is coming up in the State, but the pace of implementation of this road is very slow and needs to be expedited. The Governor suggested Specific non-lapsable fund must be provided for the maintenance of these roads to the executing agencies like BRO, State PWD etc.

While informing that railway line connecting the State Capital with the rest of the country is ready to be operationalized, the Governor called for starting Rajdhani Express service between Naharlagun and Delhi. He also emphasized that the work on other strategic lines to Tawang in the west and Pasighat in the east in Arunachal Pradesh has to be expedited and the progress of Bogibeel Bridge to be monitored to ensure that it meets the revised timeline of mid 2017.

Highlighting the issues of internal security, Governor said that the insurgency problem in Arunachal Pradesh was initially a spillover from the neighbouring States. Gradually insurgents from neighbouring States entered for their hide out and transit in the dense forest and managed to influence some local youth.  Apart from the Disturbed Areas districts of Tirap, Changlang and Longding, the belt bordering Assam in the districts of Lower Dibang Valley, East Siang, West Siang, Lower Subansiri, Papum Pare, East Kameng and West Kameng is affected.

The Governor suggested for modernization of Police force in terms of numbers, skills and funds including strengthening of specially trained personnel for swift and intelligence based operations. He also suggested for setting up of North East regional Security mechanism involving all the North Eastern States at high level with representatives of Centre and State governments, Army, Police and intelligence apparatus is a vital necessity for a long lasting situation. The Governor urged for sanctioning of a Sainik School and a TA battalion (ecology) in the State with a provision for funding from the Centre on priority.

The Governor, while expressing his concern on development in the border areas said that it is imperative that the border villages are self-sustaining and self-reliant. He advocated for a Border Area Security and Development Authority, which will create synergy in the effort and resources of the Centre and State. It must have proper legislative backing for planning, implementation and monitoring of border area projects. He said that although, various programmes under the aegis of Border Area Development Programme (BADP) and the other developmental packages have addressed this region, the thrust of development however peters out as it ascends towards the LAC.

The Governor said that Tele Connectivity is quite poor and un-reliable in the thrust and remote areas of the State and hence poses serious challenge to the practical working of the scheme through CSP in these areas. The efforts have to be made in this direction and also Tele-service operations like BSNL must be on board for the successful implementation of the scheme, as also for the overall development of the State. The Governor also suggested all the State Govt. and Govt. of India beneficiary oriented schemes be linked to the Bank accounts of the beneficiaries involving Aadhaar Number. This platform can then be used in direct transfer of benefits to the beneficiaries and shall eliminate pilferage.

Highlighting on employment generation and employability, the Governor said that Arunachal Pradesh is an agrarian State, with limited industrialisation, trade and commerce and saturation of govt. jobs and unemployment looms large. The State Government has put-in efforts in skill development of educated unemployed youth and graduate from existing low value skill development initiative to high value skill set creation. The Governor underscored the requirement for assistance from Central government in establishing ITIs, Livelihood Mission Schools and short-term skill development training for school students. He emphasised on requirement of easy availability of credit and implementation of collateral free loan scheme and reintroduction of North East Industrial and Investment Promotion Policy (NEIIPP) with focus on infrastructure and back up support.

Some still persist in formal and informal forms at Pangsu Pass with Myanmar, Bleting, Dongshengmang and Bongkhar with Bhutan. He further said that Pangsu Pass route can be a trading hub like Moreh in Manipur and at some stage be part of Kolkata-Kunming initiative. To facilitate the endeavour, the Governor suggested that Ministry of External Affairs be appropriately represented in deliberations of DoNER and North East Council.

Unnecessary compensation claim delaying TAH progress, says ACS

ITANAGAR, Feb 12: The Arunachal Civil Society (ACS) today expressed dismay over way the people of state are turning Trans-Arunachal highway project into compensation money making scheme. In a representation to the Chief Secretary, ACS urged him to intervene in this matter and issue proper directives to all the concern Deputy Commissioners who has been assigned as compensation chairman to properly scrutinise the ‘compensation claim’ made by the local people.

“We are very disheartened with the current scenario of claiming compensation against various ongoing developmental projects by the local denizens. It is learnt from official source that most of the time compensation claimed by the so-called affected people is much higher than the actual cost of the projects,” the ACS stated in a release.

The case of ongoing Trans Arunachal Highway (TAH) project is one of the best examples.

“Projects like TAH are being executed for the people of Arunachal and not for outsiders. Our people especially the coming generation will be the beneficiary of such developmental works. But people of Arunachal are running for unnecessary compensations which are shameful for the entire state because as per official source central team are unhappy with such attitude of the people. If we look only for claiming compensation, the question arises for whom this Trans-Highway is being constructed and who are the beneficiary? Is Ministry of Road and Trans Highway, Government of India going to use this road? the ACS questioned.

ACS appealed to the CS not to entertain those newly constructed Building and RCC Wall/culvert  constructed along the proposed stretch of TAH. “Agriculture/Horticulture gardens must be entertained along with permanent structures like building, RCC Wall and Culvert wall, provided they have proper documentation. We also request the Compensation Chairman (DC) to accept only those structures which are more than 5 years old,” the ACS added. They also alleged that unnecessary compensation claim is the foremost reason behind the delay of many ongoing development projects, especially Trans Arunachal Highway.

Work together for betterment of state

In the last few days' number of union ministers is visiting state and holding meeting with state government officials to get first hand information about ground realities. First union minister of civil aviation P Ashok Gajapati Raju visited Tezu last month to assess the construction work of the ongoing Tezu airport work being undertaken by Airport Authority of India. After him agriculture minister Radha Mohan Singh and Union minister for Water Resource, River Development & Rejuvenation of Ganga Uma Bharti came on official tour to the state.

All the ministers assured every possible help to the state. Both Ministers Radha Mohan Singh and Uma Bharti held meeting with state government official lead by Chief Minister Nabam Tuki.  Also Prime Minister Narendra Modi is expected to attend the statehood day celebration on 20th February at Itanagar. It looks like union government is serious about developing this border state keeping in mind the Chinese factor. It is a well known fact that China has constructed world class infrastructure across the border and things are just opposite in this side of border. Government of Arunachal should take opportunity of the helping hand being offered by union government and accelerate the pace of development. However state units of BJP and Congress should keep their political differences aside and work together for the betterment of state. Just for political mileage, the two parties should not compromise with development of state.

Facts relating to rescue of elephant calves and arrest of poachers

Dear Editor,

With reference to the  news item regarding rescue of two wild elephant calves and subsequent arrest of four poachers published in your esteemed daily on February 9 last, I would like to highlight the fact relating to the rescue of elephant calves and  arrest of poachers from jungle.

The combined team of Mebo Police SI K P Sharma, IO of Pasighat PS Case No. 16/15 u/s 429/34 IPC R/W Sec 9(2) Wild Life Protection Act along with two Sls (Prov) of Pasighat PS accompanied by N. Tamuk, R.O Mebo and his staff had reported at Chongkham for arrest of poachers Shingkai Chingkai and his party and recovery of wild elephant calves. But they had no idea where to search the accused and the wild elephant calves nor their controlling officers were able to guide them at that juncture. They entirely depended on police assistance from Chongkham.

Through a local source information was collected regarding the possible hide out and I led the party and decided to search the elephant calves training camp of Shingkai Chingkai instead of raiding his house.

Ultimately, the team was led to the camp in Kherem Jungles where we found two wild elephants calves  while the poachers were sleeping in a hut with polythene roof. Then only the Pasighat Police/Forest Party arrested them and seized the wild elephant calves and informed the matter to CCF (Central Arunachal Circle) Miko Tago and DFO(T) Pasighat Tabang Jourah and East Siang SP Devendar Arya. Their supervision started after the recovery of two wild elephant calves and arrest of 4 accused but not before the recovery and arrest.

The hard work and efforts of the Chongkham Police were not mentioned in news item/press release.  However, a good effort had been done. Now one more elephant calve is to be recovered which was sold for Rs 30000 by poachers to some local people of Bizari as reported by reliable sources.

Yours,

Thomas Pertin

OC, Chongkham Police out post.

Employees need to behave

Dear Editor,

Through yours esteemed daily, I would like to express my pain regarding the misbehaviour of Govt officials and staff.

It is common phenomenon in our state that Govt officials come to office late and do not cooperate with public properly. They give priority to their relatives and the people at the higher position than common people. Most of the employees behave like dictator except few.

When we enter office of any department we feel low and morally down. In many cases, I have witnessed officers behaving like dictator. I know this letter will not make any impact on such people. What is the reason behind it? Are not they for the welfare of the people?

I am not saying all officers behave the same.

Its my serious request to the officials that they be better behaved and also get the work done on time. Particularly please don't not humiliate villagers as most of them are illiterate and they do not know the system well.

Remember your tough, struggling days and get off your ego.

Yours,

Moge lollen

BHU, Varanasi
